Institutions of modernization, the III Forum of Russian Regions will be held in Moscow on March 13, 2012. The Forum aims at demonstrating the innovative potential of Russian regions, facilities and projects of regional companies-innovators, finding solutions to real improvement of their interaction with the development institutions, building effective work of the innovative elevator and enabling institutional environment to support and develop innovation at the regional level.
The key topics of the Forum will cover the innovation ratings of regions and development institutions at the regional level. The need for decentralization and the transfer of responsibility from the federal level to the regional in development institutions is obvious, the Forum administration reports. The experience has shown that the implementation of specific projects, their design and development is impossible without the territorial binding and, accordingly, without taking into account the peculiarities of the region. There is a need for completion of the lower floors of an innovative elevator. An alternative form of such economic and social innovations is the creating regional development institutions. In this case, it is connected not only with the peculiarities of funding sources, but also with the features of programs and projects themselves, the regional peculiarities of the declared innovative approaches to planning and modernization policy.
The result of the III Forum of Russian Regions Institutions of modernization is to be the elaboration of the solutions to the problems of interaction between federal and regional authorities in implementing the modernization policy and the search for new approaches to support innovation and increase the demand for them.
