A draft law About science, Technology and Innovation in Moscow was adopted at the first reading in May, 16 at a meeting of the Moscow City Duma. This was reported by the press service of the MCD.
The project was presented by Alexey Komissarov, the Head of the Department of Science, Industrial Policy and Entrepreneurship. He said that the document is intended to regulate relations between the subjects of scientific-technical and innovation and public authorities, and to attract entrepreneurs and investors to the capital. Also, its adoption will lead capital laws in science and technology and innovation activities to compliance with the federal law. The new law is also required for the state program of Moscow Stimulating Economic Activity in 2012-2016s implementation.
The bill introduces new definitions of Moscow innovation policy, innovative products, subjects of science, technology and innovation, etc. New institutional forms of interaction between the subjects of science, technology and innovation, industrial activity players – technology town, technological and industrial parks. New scientific, technology and innovation infrastructure subjects, such as a business incubator, technology transfer center, management company, technology town residents and residents of technological and industrial parks are being determined.
In addition, there are more forms of state support appeared for science, technology and innovation, the forms become more specific.
More than one third of the country's scientific potential is in Moscow. Our city has great financial and industrial potential. This bill will enable the Moscow government to implement public policy, the priority of which is the development of innovative industries, scientific and technical activities. The success of Moscow in the development of these areas defines the success of innovation at the federal level - Deputy Alexei Ryabinin said commenting on the bill.
The deputies of the Moscow City Duma adopted the bill at the first reading, and took five days for amendment.
