AIRR assessed the quality of innovation normative base

AIRR assessed the quality of innovation normative base The Association of Innovative Regions of Russia (AIRR) appraised the normative base of all the country’s subjects included in AIRR. As a result, the highest appraisal for the quality of the innovation normative base was received by only three regions: Kaluga, Novosibirsk Oblasts and the Republic of Bashkortostan.

Signing of a memorandum to establish the inter-regional Association of Innovative Regions of Russia took place on May 21, 2010 in Tomsk during XIII Innovation Forum Innovus. The Association’s objective is promoting the efficient innovative development of the participating regions, built on the recognition of differences between the existing models of various scientific and technological growth in the regions. This resource will be used for refining state mechanisms of regional support.

The normative framework of the Russian subjects included into the Association was assessed according to a specially developed technique. The large-scale analysis introduces the estimation of the content of the basic laws regulating innovation activities in the region, innovative development strategies, target programs. The management system in the region, tax benefits for the subjects of innovation were considered.

12 regions were scrutinized by the experts, but the highest praise for the regulatory framework quality in the field of innovation was received by only three AIRR members: Kaluga and Novosibirsk Oblasts and the Republic of Bashkortostan.
