Annually government allocates significant funds for Federal Target Programs – about 7-8% from Federal budget. In 2012 there have been 55 Federal Target Programs implemented for a total amount of 1027,2B RUB. At the last year-end there have been implemented more than 600 various target-oriented programs. Innovative companies are aimed on a rapid information acquisition about a program that a particular company is interested in, and decision-making procedure on participation in it.

The absence of a sole information acquisition source significantly complicates a task of target-oriented programs search and choice. Besides, procedure of participation in tenders caused difficulties.

The initiatory step in solving these problems became monitoring of the most significant federal and regional programs for the presence of components, directed to innovation-driven growth stimulation, and preparation of recommendations for such programs participation.
