Innovation Project from Tomsk presented at a conference in IndonesiaThe project to create web-infrastructure of the regional innovation system of Tomsk region was presented at an international conference in Indonesia. The project aims at improving the efficiency of use of Internet resources as a tool for development of regional innovation system.

The project Creation of web-infrastructure of the regional innovation system of Tomsk Region is a long term one and is being implemented with the support of TUSUR and the Administration of Tomsk Region. Project Manager, the Director of TUSUR Corporate Development Institute of Innovation Liana Kobzeva presented the results of the first stage of the project at the X International Conference on the Theory of triple helix which took place from August 8 to 10 in Bandung (Indonesia). The conference theme is Application of the triple helix model in developing countries: from concept to implementation.

The project was discussed at the session on Building Infrastructure with representatives of foreign universities, business innovation and IT-companies. Participants noted the importance of the project to build a web-infrastructure - the creation of resources with different specializations and build links between them based on semantic technologies. Experience in the analysis of innovative areas of the world and the discussion with the participants of the session showed that there are four types among the web-resources: information portals, resource portals (technological support and services for laboratories), a platform for human resources management, networking startups and venture capital investors. The presence of all types of effective web-resource is the criterion for a high level innovation system.

More effective use of Internet resources is a global trend. Governments of developed countries tend to increase the transparency and relevance of government data on innovations to improve the methods of interaction with universities and innovative businesses. To achieve this, they turn to a new web-technology, in recent times to the Semantics.

The discussion of the first phase of the project runs for two years with the Deputy Governor of Tomsk region of science, technology and innovation policy and education A.B. Pushkarenko, a vision of the project is being formed, the problems are being clarified and solved. The project Creation of web-infrastructure of the regional innovation system of Tomsk region solves a world-class problem. Unlike other projects that use semantic technologies focused on specific areas such as health care and art in Finland and climate changes in Australia, the Tomsk project aims at developing regional innovation system, - Liana Kobzeva says.

The conference participants believe that more effective use of Internet resources as a tool for development of the innovation system is an important area of global innovation policy.
