The idea of a new science supporting Fund of establishment has been discussed

Draft law #308179-6 “About Russian scientific Fund”, introduced by the RF President, the State Duma has enacted in the first reading in September, 18. “A new subject will appear – the Fund, which will distribute grants for scientific investigations at a contest basis for support of medium-term (from three to seven years) works, and financially volumetric enough (from 5 to 20 million of rubles) complex works on scientific subjects and membership of the scientific project”, - specified Aleksander Khlunov, Chief of the RF President Administration on scientific-educational policy.

As it is noted in the explanatory note to the draft law, the Fund will select at a contest basis scientific, scientific-technician programs and projects by the following directions:

• Conduction of initiative fundamental and searching investigations by scientific teams, separate scientific and scientific-pedagogical workers, including young scientists, and also scientific organizations and educational organizations of higher education;

• Development of scientific organizations and educational organizations of higher education (in a part, which refer to strengthening of staff potential of science, conduction of scientific investigation and developments of a global level, creation of science-intensive products);

• Creation of laboratories and departments of a global level in scientific organizations and educational organizations of higher education, development of an experimental basis for conduction of scientific investigations;

• Development of international cooperation.

According to Aleksander Khlunov, “Grants will be allocated on results of a close examination conduction, rules of which will establish the Supervisory board”. The Supervisory board will consist of 15 members, including director general of the Fund. Head and members of the supervisory board of the Fund, director general are appointed by the RF President for the period not more than five years.

Results of the Russian Scientific Fund activity on projects “will become the basis for conduction of R&D works, that is establish scientific-technician and technological capacity for them, and will be used in the educational process”, - noted as a conclusion Aleksander Khlunov.
