The representatives of Scientific Advisory Council of the Skolkovo Fund and the Minister of Communications and Mass Communications of the Russian Federation Nikolai Nikiforov and his deputy Mark Shmulevich considered possible solutions to the problems of industry and science in Russian ICT. One of the proposed measures can be a so-called Foundation for Advanced Studies which is a non-profit organization that receives funding not from the state budget but from the resources of the industry.
According to the head of the Ministry of Communications of Russia, the main purpose of coordination and community councils is to understand what is happening in the industry. Nikolai Nikiforov is sure that the state should find the common ground with the expert community and receive feedback.
Russia needs the activity of so-called Foundation for Advanced Studies - a non-profit organization that receives funds not from the state budget, but from the resources of the industry. The possibility of establishment of such organization on the basis of existing Russian Foundation for Basic Research (RFBR) with the participation of interested players was discussed at the meeting.
The Ministry of Communications says that it is necessary to identify successful segments of the economy, to focus on several key areas and use basic research to generate successful and promising IT projects that will stimulate the growth of GDP.
A special working group will be created to conduct a detailed study of the project and assess the feasibility of its development.
